Arthur Noriega

Chief Executive Officer

Arthur Noriega is an executive with a strong background in construction, operations and urban development projects with over 21 years of parking industry experience. Mr. Noriega has headed the Miami Parking Authority since 1999. As Chief Executive
Officer, he oversees all of the parking and enforcement operations in a major metropolitan city. Mr. Noriega also must act as a strong advocate in the promotion of public and private sector joint ventures, while maintaining an excellent working relationship
with local elected and government officials as well as development authorities. He oversees a staff of 189 employees and an operation that generates well over $45 million in parking revenue. Mr. Noriega has been responsible for unprecedented revenue
growth at the Authority, as well as the development of the City’s seven newly constructed public garages. Miami Parking Authority is currently engaged in the pre-development of three additional public/private joint venture developments within Miami’s
Central Business District and Coconut Grove. Prior to his current position, Mr. Noriega was vice president of development at The Carlisle Group, where he worked with local municipalities and Community Development Corporations (CDC’s) across the state
to create urban development projects. Before that, he worked as Director of Planning and Development with the Authority. An Economics graduate of the University of South Florida, with professional certifications from Tulane and the Kellogg School
at Northwestern University, Mr. Noriega is a dedicated community leader and volunteer. Mr. Noriega serves on the Board of Directors of the Greater Miami Chamber of Commerce and the South Florida Progress Foundation. He is a member of the Board of

Alejandra Argudin

CAPP, LEED AP, Chief Operations Officer

Ms. Argudin oversees all facets of Authority operations, including parking enforcement; lot and garage operations, signpost and meter installation; meter collection and maintenance; and facility maintenance. She joined MPA in September 2006 as Chief
Development Officer and was named the Chief Operations Officer in September 2011. Prior to joining Miami Parking Authority, Ms. Argudin spent fourteen years with the City of Miami. She served as Acting Director to the Department of Public Facilities,
where she was responsible for overseeing the management and operation of the James L. Knight International Center, Orange Bowl Stadium, Manuel Artime Community Center, Coconut Grove Expo Center, Dinner Key Marina, Miamarina at Bayside, and Marine
Stadium Marina. She earned both a Bachelor’s of Business Administration and a Master of Business Administration from Florida International University. She is a Leadership Miami graduate and a member of the Florida Parking Association and the International
Parking Institute. She has also earned the LEED AP designation from the Green Building Certification Institute, signifying Leadership in Energy and Environmental Design.

Scott Simpson

Chief Financial Officer

Mr. Simpson joined MPA in February 2006. He was previously Director of Finance for the City of Miami. He joined the City in October 1998 as Assistant Finance Director. Before that, he served as Chief Accountant for the City of Winter Park, Florida.
He also worked as an accounting manager and controller in private industry for a number of years. Mr. Simpson graduated from North Carolina State University with a B.A. in Accounting. He is licensed as a CPA in the state of North Carolina and is a
member of the American and Florida Institutes of Certified Public Accountants as well as the Government Finance Officers’ Association of the United States and Canada.

Angela D. Hernandez

Director of Human Resources

Ms. Hernandez has over 15 years of experience in the field of Human Resources in both the public and private sectors. She has a Bachelor in Human Resources from St. Thomas University and she is a member of the Society for Human Resource Management
(SHRM) and the American Society for Training and Development (ASTD). Since joining MPA more than 10 years ago, Ms. Hernandez has led MPA through a dramatic shift in organizational strategy, working to create and implement innovative Human Resources
programs and services. She is the leader for the HR function of our Agency; her role includes coaching, succession planning, human resource planning, recruitment and selection, job classification and compensation, performance measurement, recognition
programs and conflict resolution. Prior to joining MPA, she worked in the private sector as a Human Resources Professional, servicing and supporting over 27 clients in all aspects of Human Resources. In addition to overseeing all of the HR duties,
Ms. Hernandez has dedicated herself to bringing new employee benefits and events to the Authority; she organizes Employee Health Fairs, Company Picnics, Employee Appreciation Week, Holiday Party, and The Directors’ Team Building Retreat and co-chairs
the Safety Committee, as well as many other beneficial programs and events. Ms. Hernandez is a recognized expert in her field and has excelled in building a large team where individuals feel they belong to a family.

Roland Galdos

Senior Executive Advisor

Mr. Galdos joined the MPA in January 2017. He was previously the Deputy City Attorney for the City of North Miami since October 2006. Before that, he served as the Assistant General Counsel for Prestige Builders Group; and as an Assistant City Attorney
for the City of Miami. Mr. Galdos’ education includes a Juris Doctorate degree from Nova Southeastern University; a Master of Business Administration degree from St. Thomas University; Bachelor of Business Administration degrees in Finance and Business
Organization from the University of Miami. Mr. Galdos is a member of the Washington, D.C. Bar and the Florida Bar. He is a Florida Supreme Court Certified County Court Mediator and is admitted to the United States Supreme Court, the United States
Court of Appeals (Eleventh District), and the United States District Court (Southern District of Florida).

Henry Espinosa

Director of Information Technology

Mr. Espinosa has over 29 years of experience of management experience in Information Technology. Prior to joining the Miami Parking Authority, he served as the Director of Information Technology for the City of Pembroke Pines Charter School District,
and acted as a technology consultant for a variety of companies like CompUSA and Burger King Corporation. He is a PCI-DSS Certified Internal Security Assessor with strong focus on data security. He is a graduate of the University of Florida.

Margie Carmenates

Controller

Mrs. Carmenates supervises MPA’s accounting functions. She is an experienced accounting professional with more than twenty years of service in the public and private sectors. She was a Manager with an audit, tax and advisory services firm, where
she served a wide range of clients. Previously, she worked as assistant controller for a publicly held oil and gas company. She also worked in the audit practice of KPMG Peat Marwick in Miami. Mrs. Carmenates is a Certified Public Accountant licensed
in the State of Florida. She is a graduate of Florida International University with a Bachelors of Accounting, and is also a member of the Florida Government Finance Officers Association.

Angel Diaz

Director of Parking Operations

Mr. Diaz started his career in parking for the Miami Parking Authority as a frontline employee in 1993. He worked in his capacity of meter collector, facility supervisor and operations manager. Throughout the years, he has managed the parking contract for the cities of Richmond Virginia and Santa Monica California. In Richmond, he oversaw 80 employees and was responsible for 8,000 parking spaces with an $18 million budget. During his tenure in Santa Monica, Mr. Diaz was responsible for 15,000 parking spaces, a staff of 75 employee and an operating budget of $60 million.

Mr. Diaz has 25 years of parking experience managing municipal parking and is certified through the International Parking Institute and The University of Virginia as a Certified Administrator of Public Parking (CAPP).

Terrell Reid

Director of Planning and Development

Ms. Reid is responsible for identifying and analyzing potential revenue for the agency, assisting commercial/business developers and property owners in expediting parking development, managing all phases of construction projects and recommending strategic action plans in accordance with Federal, State, and City Ordinances. Additionally, Ms. Reid overseas the Project Management and Procurement Departments of MPA. She was appointed the Director of Planning and Development in April 2017.
Prior to her appointment as Director of Planning and Development, through her exemplary professional skills and dedication, she has continually risen through the ranks since joining the agency in 2009 as a Senior Executive Assistant. She holds a Bachelor’s Degree in Law from Nova Southeastern University and is a graduate of Leadership Miami. Ms. Reid is also a member of the Florida Parking Association and the International Parking Institute.
